Site Engineering Manager

China, Jiangsu, Suzhou

  • Develop, lead and continuously improve the Roche Suzhou site engineering organization including developing required capabilities, processes, technical standards systems and tools. Support the site development and site operation expansion.

  • Lead and manage site capital project implementations for production, facilities and utilities investments through overall lifecycle of project management. This includes site master planning, define project requirements, feasibility study, project application, engineering, procurement, construction and installation, commissioning and qualification, validation and handover.

  • Ensure availability of required and skilled engineering resources (internal and external)  incl. staffing/work force planning for engineering in-line with the site overall operability.

  • Accountable for people development

  • Manage and continuously improve the required engineering capabilities through respective training to ensure engineering team (internal and external) are well trained and ready to lead and manage project implementation, start-up, ramp-up and routine operations.

  • Drive SHE performance and culture within project implementation process to proactively identify risks, eliminate issues, prevent injuries/exposure, and secure our site permits (fire, insurance, etc).

  • Drive GMP/Compliance performance and culture within Site Services to meet all Quality/Regulatory requirements to support lot release and secure our GMP License

  • Partner with local and global key stakeholders like PMO/Global Projects to deliver GPO/Project portfolio, partner with Finance and procurement to deliver project performance.

  • The incumbent develops effective relationships with key internal and external stakeholders in order to understand their business and expectations.

  • Manage effective communication with all relevant stakeholders.

  • Seek feedback from customers and/or stakeholders on performance and ability to meet expectations.  Incorporate feedback to drive continues improvements

  • Takes accountability to balance customer expectations and value for Roche.

  • Takes ownership for problem resolution and escalates as appropriate.

  • Responsible for analysis, design, cost estimates, and schedules follow for modification project or new project.

  • As project leader, monitor, direct and control activities of engineering consultants and construction contractors.

  • Lead developing of User requirement specification, Arrange design reviews, recommendation and coordination.

  • Assist in development and implement quality assurance plan and field inspections on assigned projects.

  • Develop scope of services for contractors and consultants for assigned projects.

  • Perform feasibility studies and condition assessments, discuss changes in design, method of manufacture and assembly, and drafting techniques and procedures with staff and coordinate corrections.

  • Provide overall project control to adhere to budgets, scope and schedule.

  • Manage multiple projects at various stages of planning, design, procurement and construction.

  • Provide excellent customer service by establishing relationships with key customers and stakeholders and ensures services are delivered according to established service level agreements.

  • Sets clear performance, goals, and service level expectations to govern contractor’s performance.

  • Responsible for project implementation

  • Following GEP, GMP and Roche standards

  • Prepare, measure, monitor and control project budget and expenditure,

  • Prepare, measure, monitor and control project schedule,

  • Capability of project quantity survey,

  • Identifying vendors and contractors

  • Coordinate SME to developing URS, Specification documents and carrying out bid analysis

  • Construction and installation supervising

  • System commissioning

  • Coordinate equipment/system qualification on project

  • Following Roche guidelines and GMP on qualification.

  • Coordinate initiating protocols.

  • Managing and supervising execution of qualification

  • Control and review the report development.

  • Support maintaining the qualification status.

  • Support to set up facility maintenance at project close-out phase

  • Support case study and investigation on trouble shooting

  • Support coordinating with vendors and contractors

  • Support establishing SOP

  • As-built DWG and project document control.

  • Assist in preparation of Drawings

  • Tracking and controlling all project documents
