Purpose of the Job
The Procurement Lead is accountable to drive consistent and efficient delivery of end to end Procurement deliverables across all sites in Thailand. You will provide partnering to the Thailand stakeholders to achieve commercial excellence through your systems expertise as well as your ability to think both commercially and strategically. In addition, you will also ensures successful execution of procurement goals and objectives, creates an environment of compliance, continuous improvement, focusing on quality, service, total cost of ownership and best practice processes.

Primary Responsibilities
The Procurement Lead main responsibilities typically include:

  • Act as strategic advisor to the different stakeholders and support the achievement of their established company’s objectives.

  • End to end Indirect Procurement delivery through knowledge of business and Procurement insights across all businesses in Thailand.

  • Oversees Indirect Procurement across all business in Thailand and Direct Procurement in Diagnostic division.

  • Actively participate in key business initiatives to co-create solutions for business challenges.

  • Provide data and market insights to business. Promote innovative solution through outside-in approach including deploying applicable global/regional ideas/solution locally.

  • Implements the Procurement strategy and policies within all sites in Thailand. Drive process improvements for greater efficiency including working with Roche Services and Solutions for overall delivery.

  • Perform sourcing and delivering cost and value initiatives. Meeting key procurement KPI i.e process, innovation, cost and people.

  • Main lead/interface for regional and global procurement initiatives including category strategies formulation and execution.

  • Lead team on Supplier qualification, performance and relationship management.

  • Developing and implementing sourcing plans for goods and/or services for the assigned internal customers.

  • In conjunction with internal partners and as developed, implement defined metrics that measure performance and reinforce/advance the effectiveness of the procurement organization and the working relationship with the business areas.

  • Lead and manage the harmonization (where possible) of current Procurement processes / systems / spend / vendors across all sites in Malaysia and to implement areas of improvement & best practices.

  • Develop and foster a customer service oriented, continuous improvement environment within Procurement. Identify supply and quality problems proactively and lead the development of corrective actions to the benefit of Procurement's internal partners.

  • Serves as expert resource to senior management, peers and staff in area of procurement.

  • Identify training needs related to service provider management and outsourcing process, including how to work most effectively with outsourcing service providers.

Position Qualification

  • Thai nationality only

  • Proficient in English communication is a MUST 

  • Bachelor's Degree with strong logistics, business or financial emphasis or related field, or equivalent combination of education and work experience, required. Graduate degree in related discipline preferred.

  • Job-related Professional License(s) or Certification(s): CPM, CIRM or CPIM accreditation.

  • Typically requires >10 years of relevant strategic sourcing experience to include: purchasing, negotiating contracts, contract management, supplier development, and supplier qualification/certification (preferably within the Pharmaceutical / Life Sciences sector)

  • Excellent communicator who is able to maintain strong relationship with stakeholders at all levels

  • Demonstrate customer-centricity through day-to-day interactions, anticipating needs and showing cultural awareness and business requirements understanding

  • Demonstrate end-to-end ownership, engaging with stakeholders to ensure a successful outcome. Ability to think beyond procurement for overall business delivery.

  • Possess agile mindset to achieve flexibility and speed while maintaining stability.

  • Considerable and demonstrated business acumen.

  • Ability to work internationally and with multi-cultural teams.

  • Thorough understanding of:
    o Contract management
    o Project and functional outsourcing management
    o Partnership management

  • Effective management of cross-functional teams and demonstrated ability to work within a matrix reporting and agile Management culture.
