Reporting to the Senior Director of Engineering, the Head of Projects Management and Execution (PME) is responsible for the direction of the Vacaville PME and to ensure projects are delivered safely, in compliance with all applicable requirements, on time, and on budget. This position shall be responsible to lead a team of project managers responsible for the execution of a wide variety of projects whose values can exceed $100,000,000.  The Head of PME shall work  closely with Roche/Genentech Corporate Engineering as well as colleagues in Facilities and Engineering, Manufacturing, MSAT, and Quality Departments to lead an agile PME team at the Vacaville Facility.

Leadership & People Management:

  • Directs and is accountable for the success of the Vacaville Project Management Execution (PME) team.

  • Develop and maintain a PME Center of Excellence for the Vacaville site.

  • Build a strong pipeline of talent and robust succession plans within the PME group.

  • Ensures a strong PME team through training, development, coaching and mentoring.

  • Create a work environment with a strong team spirit, timely and effective communications, and appropriate sense of urgency to deliver on commitments. 

  • Inspire, motivate and support the PME team to ensure on schedule and on budget delivery of projects.  

  • Communicate job expectations; planning, monitoring, and appraising job results; coaching, counseling, developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.

  • Ensure the work environment (including project sites) are safe, secure, and compliant.

  • Lead the performance review process of the PME team as contribute to that of other team members.

  • Frequently communicate and coordinate with stakeholders within and outside the Genentech/Roche organization, including but not limited to, PTA, Genentech / Roche executives, client groups, senior management, service providers, suppliers, procurement, and legal.


  • Responsible for working with the Vacaville PMO and VLT to develop a 5 year strategic plan for site projects and ensure ongoing alignment which could prompt decisions to discontinue work on projects when no longer supportive of business strategy.

  • Continuously improve project management and execution procedures; 

  • Ensure all project governance procedures are complied with.

  • Responsible for the successful planning, execution, monitoring, control and closure of projects assigned to the VV PME with limited direction from his or her manager.

  • Accountable for project execution and management from engineering design, construction, and commissioning for site projects.  Projects can range from simple and less than $10,000 to strategic, highly complex and valued over $100,000,000.

  • Proactively communicate project objectives, risk and success criteria, plans, and milestone status with F&E leadership

  • Provide leadership and/or project management for site driven projects such as tech transfers, facility modifications, and new construction. Projects are primarily large and/or cross-functional in nature.

  • Serve in the capacity of “User Team Lead” providing engineering, coordination, communication, and strategic input on PTAA (global) lead project teams.

  • Plan for, and control internal and external project resources to best meet objectives.

  • Resolve conflict to ensure successful delivery of a project.

  • Interact with senior internal and external management personnel on significant project matters.

  • Align project team and stakeholder expectations for a successful outcome.

  • Work with the Procurement Group to develop and manage the appropriate contracts to meet the needs of the site. 

  • Ensure all federal, state and local regulatory requirements (including SHE and Sarbanes Oxley) are complied with. 

  • Accountable to ensure all project spend is within budget targets.

Education & Experience:

  • Bachelor’s degree in Engineering (Chemical or Mechanical Engineering preferred) 

  • Minimum 12 years experience as a project manager with significant experience leading large, complex projects 

  • Minimum of 7 years of leadership and/or supervisory experience.

  • PMP certification preferred

  • Experience working in the pharmaceutical/biopharmaceutical industry strongly preferred


  • Experienced with Traditional and Agile project management/execution and techniques.

  • Demonstrated ability to anticipate, prioritize, and adapt to changing workload situations. 

  • Ability to make decisions that significantly impact the PME as well as related functions.

  • Ability to think strategically and execute upon a strategic vision

  • Subject Matter Expert in Managing, organizing, distributing, developing, and implementing training for project execution programs and policies, including workflow, quality, budget, schedule and safety.

  • Superior oral and written communication skills.

  • Ability to successfully interact with and influence executives

  • Ability to manage multiple, highly complex projects and a team of project managers.

  • Ability to read, understand, create, and interpret engineering drawings, P&IDs and specifications.

  • Proficient knowledge of and ability to use Computerized Project Planning and related software
